You want to do a show run prior to saving your config and verify the changes you wanted to make were made. Showing the startup config will not show any changes made since the last time you wrote the running config back. Show Running Config (sh run) shows the current state of your IOS config (changes)

Show Startup Config (sh start) shows you the config that has last been saved to startup conifg (no changes)
